On November 15, the Canadian Radio-television Telecommunications Commission (CRTC) announced its ruling (2011-703 and 2011-704) on the controversial issue of Usage-Based Billing (UBB) for the Internet. It looked like a resounding victory for the smaller independent service providers: the large ‘incumbent' telcos would no longer be able to force them to impose UBB on their customers.
